I'm facing the same problems as you described.
10 clients connecting via terminal services. One or 2 will have lag compared to others. The clients are Win98 running the terminal services client. With the language switched to Chinese on the server and using a Chinese Star Interpreter, I'm compounded with lots of C5 errors as well.
Don't have solution so far.
