You aren't so far off...

My server runs various check routines (Web Monitor specifically) and it usually detects failures within a minute or so and can restart the Web Service on its own if necessary, but for some reason yesterday the server got locked into a Debug window on a failure. Never seen that before. Had a Windows Debugger prompt up on the server which was blocking the server from restarting. Really weird.
