Yes and no on the democracy thing. I don't know if you read the neocons whitepaper written I think during the Bush sr. tour, but the paper called for establishing a democracy somewhere in the middle east region, which would then cause other countries in the region to follow along in a domino effect.
It discussed various countries as the initial zone and concluded Iraq would be the best place to start. Hence the focus on Iraq after 9-11.
