What dou you mean, "empty"? Does it exist, or you open a new one? It does not show any items in the project designer? The table project.pjx has zero redords?
Anyway, when next time it happens, open the pjx file as a table, and review its contents, check whether it has the proper dbf() file path, whether it is (as a table) not corrupted, has proper number of records as in the header, etc.
