That's exactly what happened - the file server and the Citrix server are mean machines in the same rack, and probably communicate much faster between themselves compared to users' workstations to servers. Add to the mix that the stations are loaded with all sorts of spyware, adware, dozens of Excel sheets loaded simultaneously, etc etc.
