Paul,

FPW uses the DDE interface with the Program Manager to create groups and icons in both Win 3.1 and 95. You can do a search of the Knowledge Base on the Microsoft site (search for PROGMAN). There's also information on this in the Win 3.1 SDK help file (same subject). Finally, I wrote an article in FoxPro Advisor (Apr., 1997) that details how this can be done.
