Well, not every 5th car, but every 5th house, YES. And every 5th street in its entirety. And also every 5th residential area in its entirety.

The nice thing here is that the used color is orange, while our flag is red-white-blue. I think the psychological underlying idea is that orange is not so much associated with nationalism and patriotism, but rather with shared identity.
