ReadOnly in this case is not the attributes but the security Level for Anonymous user - Yourcomputername_IUSR.

You need to select the DBF, FTP(if any) and CDX and right click and select Properties. On the Security tab, add the user Yourcomputername_IUSR and set the files to have write and read access.
