i had nav 10.x for a while with no problems when using vfp 7 and 8, i have since moved to 11 again with no probs. based on this i presume that it is Track4Win that is causing the problem. on another note i was never convinceed that removing any antivirus program removed all companents. are all of the network cards operating at 100mb?
