I saw a news article once that discussed Rumsfeld's position on the war. It said that the day after
9/11, Rummy called the pentagon and put into motion plans to invade Iraq.

The day after! We had no clue the day after who had attacked us.

W's legacy cannot now be a based on any gret foreign relations shift, time will of course tell but he will leave office having not accomplished a lot of what he planned to do, even domestically, and that is even when he has control of 3 branches.
