You can't just run down to 7-Eleven and by a six-pack of democracy. It took more than ten years for the US to come up with a working Constitution. Iraq has 30 years of autocratic rule to recover from. Its going to take more than a couple to get over that, embrace the rule of law, and deal with the gangs of thugs and criminals that were the Baath Party.
