You are confusing past-tense with present-tense. Although it is remotely possible there's still something to find, it appears that Saddam was bluffing. But it took us invading the country to prove that he was.

Would he have rebuilt his WMD programs if we left him be? Perhaps. Would his successor have? Probably, since IMHO it would have been either one of his evil offspring that would have taken over. The fact of the matter is that we don't know the future, we can only act on the evidence as presented. And not finding WMD's does not change my opinion that Saddam was a threat.

Meanwhile I think you will find that it is only Santorum and a handful of others barely anchored to reality are still claiming WMD's of any consequence were found.
