2 years ago we were hired to develop a web application(ASP.Net/C#) from an indian company. We thought that our rate is too high for them, but they paid the bill. When I talked with an officer in UK company for which was the software, he adviced me that they chose indians because they offer $10 hourly rate. Developing tech documentation they agreed around 1,5-2K hr work, while development took less than 300 hr.

Indians work on low rates, but many of the managers didn't count how many hours they devote to the project. They also forget how much time took indians testing and bug fixing ;-)
Many of the US and EU programmers are more efficient per project basis.
