Only if you discount what they were proven to be working on up until the 1st Gulf War. If Saddam had decided to gas-tip some of his rockets - which they were capable of doing - you'd be singing a different tune.
It's easy to dismiss them now that their military forces have been smashed to bits. But until we invaded, most military analysts (rightly or wrongly) considered Iraq to be a pretty potent foe.
