I think that is not possible. Some files, including the DLL files, but also the help file (CHM), must be located by specific programs, outside the main EXE. It is only Visual FoxPro that looks for specific files within the EXE files.
However, you can create a single setup program that includes all the required components. At least, I did this for VFP 6 - I am not sure about the details in later versions (those would use InstallShield Express).
