First of all, I recommend making sure your .pdb and .dll files all have the same date/time. After that, if you are using VS 2005 you can select Debug | Windowds |Modules from the shortcut menu (after running your application). This window allows you to view all loaded assemblies (including MM .NET). You can right-click each assembly and find additional information about why symbols were not loaded (which prevents debugging). It also allows you to manually try to load the pdb files.
