Sure -- several days a year. Usually in the winter.
L.A. has a partially bad rap for the smog. Part of it is due to the population density and it being a car culture. But another part of it is the chronic "inverted air mass" due to being surrounded by mountains. Phoenix and Denver have the same condition and are also smoggy for much of the year. You just don't hear as much about them.
