I have done the custom/consulting thing for many years, and it can be quite profitable if you understand your clients and how to manage them. I tended to work with small companies (10-20 users) and spent a lot of time on site, although most of the coding was done off site. I don't know if this translates at all to your corner of the world.

If you quote 10,000/- they will get it done by someone who is free in the evenings for 3,000/-. What about incremental changes, UI etc.
