Regarding the 450 FPD reports that you have: These can rather easily be converted to VFP reports. The trick is that you will need to use a font like ariel narrow in order to get the same amount of info on the windows reports. Your users will want to be able to print to Laser/Ink Jet printers. However, if you do not choose to move to VFP you can still salvage the reports by first converting them to VFP and then creating a VFP app that will process the data for each report and then print it. Call this app from your .net program, passing it parameters needed to setup the necessary data for the report. Having to create 450 new reports in a new language would be an overwhelming task!
A problem is a problem only as long as it has a possible solution. Lacking that, it becomes a FACT!
