One thing you could do would be to put an explanation and/or link to reasons why you currently have to charge the tax to everyone, on the PUTM sign-up/renewal or invoicing page.
As it stands now, someone signing up for PUTM for the first time sees a price of C$142.00 for one year. Then, it increases by 15% when they actually go to pay - an unexpected, unpleasant surprise.
If you put up an explanation or link that would probably alleviate some of the hostile phone calls you've been fielding on this topic.
