HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Nls\CodePage, there set ACP to 1250 or whatever is your codepage. Maybe reboot after that, haven't had to do this since W98 (because setting system codepage during the setup finally started working in W2k or maybe even nt4).
