http://www.innermedia.comI also endorse DynaZip. The excellent support (for fox users, even) and documentation are worth the $250 - $300. If you can't afford a tool, and can't find a free library that works for you, WinZip has a limited set of command line parameters which you can find on their web site. They are evidently an afterthought, since they aren't in the WinZip help menu. The may not support things like disk spanning. Make sure you have the latest version of WinZip, which is 6.3, I think.
