Sounds like a pretty ambitious project. Probably the first thing to consider is some mechanism for assigning criteria that you want to monitor to the various types of employees involved in the organization. For example, in a school you could be dealing with administrators, special educators, teachers, janitorial and maintenance staff, cafeteria workers, etc. And reasonable criteria for monitoring their performance would be vastly different for each classification.
