Have you tried give full access for "Everyone" and "Anonyumous Logons" to the folder where is your FoxPro table? Please do it in explorer and check it in IIS 6.0 (now it has this function)... For the training you even can give for everything full accesss (after it starts work - you can remove rights for them and check every time)...

I hope you configure your folder for Web service like application (because you can create and call function from the web service and it returns something without access to data)...
