You can use any old version of WWIPStuff to do a httpget() of the page into a string, then parse it. From what I see, you can pretty much insert a carriage return before each TR tag, then do aLines() on the string and just look for your city's element.

Or you can do that only once, manually. Take the source of that page (and your current time), chop it and create the table with offsets from your location. You may be slightly off twice a year, in those two weeks when some countries are on daylight savings (do they get interest on that? :), and others are not. Also, the southern hemisphere may also be permanently off, because I assume they may be on daylight saving when we're on daylight squandering and vice versa.
