It wasn't meant at all as an insult, but rather as a reminder that the U.S. supplied Iraq during its war with Iran, where it is known that Iraq used "WMD" (gas at least). Is it a stretch to allow that such weapons ***might*** have come from the U.S.?
You must have seen the famous video clip of Rumsfeld shaking hands with Saddam.

Finally, I believe that the U.S. has large stockpiles of such "WMD" itself, even today.
