Regime change in Iraq was well thought of by many people.

The Iraq Liberation Act was signed into law in 1998 by President Clinton. http://www.library.cornell.edu/colldev/mideast/libera.htm

The same law was sighted in the "Joint Resolution to Authorize the Use of United States Armed Forces Against Iraq" passed by the House 296-133 and the Senate 77-23.
