As of yet there has been zero proof offered that the wiretapping program was anything other than what has been stated by the administration. ie. Tapping calls where at least one end is from a foreign country. This may change as the cases go to trial, but for now I really think you are jumping the gun with the Stalin comparison. More apt would be to compare the tapping of MLK to Stalin's tapping, since that was done to all calls foreign and domestic.
