With a budget in mind, don't forget AMD. Not sure how they fare with laptop processors, but one thing's sure: the only Intel chip in my house is a retired Celeron 400 - the rest (three active machines and one spare - no desk :) is AMD.

Also, don't go too cheap with the video card and the display; the speed of webpage rendering may be impeded by these. I presume any video/display combination nowadays should be more than fast enough to create no bottleneck, but not so long ago they might have.
