You don't necessarily need a West Wind product although West Wind Web Connection can certainly help you with what you're doing.
As David points out you can use ASP or ASP.NET to access data directly, you can also use COM objects with ASP or ASP.NET.
A tool like Web Connection (or Active FoxPro Pages, FoxWeb etc.) provides value by providing FoxPro specific functinoality. For example, Web Connection comes with a very rich Web development framework that provides controls that can among other things databind to FoxPro data and objects in much the same way as you do in standalone applications using a control based interface.

http://www.west-wind.com/webconnection/But to be honest if your needs are really simple and you need to create one or a few page, then using Web Connection is really overkill and ADO/ADO.NET might be a quicker way to get something simple up and running.
