Well, for two of my client Web applications presently, the application supports English, French, Spanish in Portuguese, where users are using that from the same location. In some situations, we have to provide the date format as per the user's choice also. The Universal Thread is one example. So, without controlling the date format, this is practically impossible to achieve.
