I figure they just didn't want the cops to be playing with these, which they probably did in the beginning.

I've done something similar... back in late 70s, on a train, coming into the country, when asked whether I have anything to declare, I started speaking in unfinished sentences, fumbling through my bag... "...will this cost me much ...do I really have to declare this"... and then pulled out a clock/radio/buzzer which didn't cost more than $25 at the time. The customs officer took me for a complete moron and didn't even bother to look through other bags, where I had a large casette player. Which would have cost me.
