When I try to set a SET STEP ON statement and bring up the debugger it displays, "Source is out of date" and logs the error as, "Feature is not available". As far as I can tell there is no line of code that is causing this. Does anybody know what this Source is out of date means?

It usually means outdated fxp file. Try to delete all fxp and recompile all project. Also you probably have file with the same name somewhere in the path.
