You have to set the Security on the DBF, FTP and CDX if any for this to work.

Right Click on each file and select Properties.
Select the Security Tab
Add user IUSR_YourComputerName eg. If your computer is named DELLXP2006
then add user IUSR_DELLXP2006. Give this user write access to the DBF, FTP and CDX and all will be well.
