There is one way to achieve this. Insert a running total in the detail section on one of the field. Make it evaluate to each record. You can hide this particular running total column to avoid being displayed.
Choose format Section of the detail area and choose a formula on new page before.
This condition shall be placed:
Remainder ({#RTotal0}, 15 ) =0
It would display 15 records per page.
