Well I don't think he meant it literally like that.
But I think he is has a point to some degree. Usually the wife takes on the man name. "Susan Anderson" may become "Susan Williams" aka "Mrs. John Williams" if she hooks with a John Williams. So, I can see where, logically, the husband will become a "guardian" of her safety and well being.
