Why not use Intellisense scripts for that? That should work in XmlComments as easily as anywhere else.
Putting dates into comments seems kind of overkill. Other than the class header maybe with a version change history, but in members I would consider that mostly clutter.
Note with Help Builder you can also edit your Help Topics in the Help Builder editor which is often easier than editing with in the confines of XML Comments.
