Did youn compare size of VFP6 and VFP9 EXE? What did you include in ISX project?
The VFP9 installation file should be bigger:

VFP9 runtimes bigger than VFP6 runtimes

VFP9 runtimes additionally required - gdiplus.dll 1.5MB and msvcr71.dll 350KB
