Although I don't agree with all of Howard's ideas, these two ideas are actually quite related:
He believes that women should be subservient to their husbands, because (according to his understanding), the Bible says so.
He doesn't believe a woman should marry a woman, because (according to his understanding) the Bible says so.
If you believe that the Bible says both things, and if you take the Bible as the basis of your beliefs, than it is actually quite difficult to separate the two.
