Then I suppose that compression is already built-in into InstallShield Express.

Probably. But remember, if you do an upgrade for an existing client, you don't need to update the runtime every time, only when you include a new Service Pack, or a new version of VFP.
Otherwise, you might distribute only the updated EXE, and perhaps a program to update the table structures.
