That's not necessarily the case. If the application was designed using local views, adding remote views is fairly easy.
As for Citrix, if the installation is in place and established, then things become easier, but a high majority of Citrix issues arise from it not being installed properly.
There could also be business decisions. Citrix is expensive. If SQL Server Express will handle the needs, then there is virtually no cost.
