I believe what you are referring to is United Nations Security Council Resolution 1559, which among other things, calls for Hezbollah to be disarmed. Seeing as how the latest crisis was begun by Hezbollah crossing the border, killing some Israeli soldiers, and kidnapping two others, I can see why he would think that's a good idea.
