Can you blame a country for what a sub-national group does? Yes, I blame Hezobollah for starting this war, but so far I can't blame Lebanon. Lebanon is still trying to unite itself after a civil war and occupation by both Israel and Syria.

I'm surprised that Israel reacted at all.

Here is a theory I've heard. Hezbollah is feared and despised by Lebanon, Jordan, Saudi Arabia and Egypt and they are silently letting Israel finish them off. Three reasons. They are an unpredictable element in the region. They are shia group in a Sunni region. They are financed by Iran (persian) trying to stir up trouble between jews and arabs.
