As far as IIS goes there's no requirement for a url to physically exist
(providing the 'Check that file exists' box is not checked for the relevant application mapping) - it simply passes the request to the specified handler.
I assume webresource.axd is like trace.axd in this respect. That said I've never actually used this functionality so don't know what you're real problem might be..
