I'm afraid I can't think of anything else, in my experience the default directory is either the one from which the exe is called or some code/setting changes it. You didn't mention if there is an active config.fpw file, did you check that?

When you say that your app/exe "reads" the value from the Start in directory, are you just relying on the exe using that directory as the default or are you actually trying to read it from some file?

Can you put in some debugging code and see what the default directory is at the start of your main program?
