In most Windows programs, wherever you're selecting a font size, you're typically presented with a dropdown list with *some* of the available options. This does not prevent you from manually typing in a smaller, intermediate or larger value that is not in the list.
TrueType fonts are scalable; if you want size 97.1, type that value in and Windows will happily comply.
