i imagine that if they are just collecting money then a blind eye would be turned, its probably very hard to prove that the money someone gave to them wasn't for legitimate purposes until you caught them trying to buy arms. the ira were/are fundraising in the US for years, they a got a lot of money that way, for a while i think that it was their only major source of income.
