As far as I can see

WebDings is installed by IE, see http://www.microsoft.com/typography/web/fonts/webdings/default.htm

WingDings 3 is installed by office XP, see http://office.microsoft.com/en-us/assistance/HP030791151033.aspx and http://office.microsoft.com/en-gb/assistance/HA011166011033.aspx
