There were over 250 Americans killed in those two attacks. If I understand you correctly, you're saying Reagan was right to not retaliate, but Carter was wrong for not retaliating.

Carter should have retaliated. If he had, we wouldn't be in the position we are, or were when the Marines were attacked in Lebanon. That doesn't mean I agree with Reagan's decision not to retaliate - I don't. However, I am not sure that we knew at the time the depth of the Iranian involvement with Hezbollah.

Regardless, I blame Carter, not Reagan, for not doing something about them when they first decided we were the Great Satan.
