You can use the localization approach in Visual Studio and .Net or use translation strings in a table or XML file.
We must do every website in three languages here (English, Spanish and Portuguese). When we moved to .NET we simply adapted our old XML file approach from classic ASP as I outlined in "XML-based translations in .NET" that may be of help to you. Very simple to implement.
